About a year ago, Japan enacted a zero tolerance policy on torrents. I believe 2 or 3 people have been prosecuted so far. Punishment for a foreigner would be deportation, which you would have major difficulty fighting (Japan's court system has a nearly perfect conviction rate). The best advice I can offer is to just not do it.
